It's weird how they occasionally show more licensed hunters sometimes and those guys are even weaker than Leorio
All of this is compensated by his role as an adult who cares for Gon. His narrative purpose of providing that > any accusations that he may be a fraud.

As someone nearly at the end of the anime now, is it me or is Hunter x Hunter quite unconventional for a shonen series? Like how there are no fights until the end of the first (Exam) arc, how little fighting there actually is in general (the palace section of Chimera Ant shocked me with how of it is Gon sitting on the floor waiting and other heroes running away from battles), how the power system isn't introduced until something like episode 32, how "main characters" flicker in and out of the series, the Chairman's actions against the King, etc etc.

Fights just happen to reach their inevitable conclusion very quickly because the author doesn't let characters pick themselves up too often after taking massive attack damage. Knuckle vs Youpi is one of the few multi-episode battles but the only reason it keeps going is because Knuckle is doing everything in his power to avoid taking damage at all because it wouldn't be very realistic for Knuckle to be able tank the damage that Youpi is putting out.

Leorio is an emitter, which is the rarest type and they strongest nen type for a weaker opponent to use against a stronger opponent. People who think, "this guy sis strong! This guy is weak!" are forgetting the rock-paper-scissors aspect of fighting both in nen and in real martial arts. Looking weak and being easily underestimated is actually a BROKEN ability.

Yeah he struggled with the marathon but still ended it. Later he shows his strength at the Killua house gates too (I think this was cut from the anime).But other than that, he has a pure heart and easily makes connections with other people.During Yorkshin arc he's the most rational of the protagonists and during the election arc he almost wins the whole elections and gains the respect of all the best hunters of the world.
