yes - although maybe not exactly - this is very close to a living hold where the 2d animator traces the line, doesn't add movement exactly but lets the natural variation of tracing deliberately inexactly to provide a shimmer or vibration. In 3d I'm not sure how you'd do it - moving the eyes a tiny amount would look slightly different, and using a toon shader to make an outline and then varying the outline from frame to frame on the eyes would also be different and probably more work than in 2d.
If you're asking 'can 3d do subtle movements' more generally, then of course it can, but it would look slightly different. There is of course a difference between the media.
As a side, the anime 'vibrating eyes' trope is an interesting thing. It clearly imparts emotion, but I'm not sure it depicts anything that really happens in real life. If anyone disagrees I'd be interested to see footage from real life where someone does this, and it's not the eyelids twitching.

I think modern anime generally hate the vibrating eyes-trope, because they hate subtlety and want to exaggerate everything.
It's funny modern animations have oversimplified character designs in order to make them more fluid to animate, but at the same time they stripped away all subtlety.

I've been thinking about this recently on why still frames, or frames with just mouths moving in modern anime suck. It's because cels would add small subtle movements when they adjusted the frames. The eye framed added nice adjustments because there was still something to look at.
Modern anime just feels so lifeless despite being animated 'more'

So, in 3D animation, the movement is based around bones. Animators will move and rotate bones to different positions in different time codes, which form key frames. The software will automatically transition the movement between those key frames. But there are different types of transitions, linear (where the transition is smooth), exponential (where the movement starts slowly but becomes fast), circular (where the movement is slow in beginning and end). There is also a constant, where there are no frames generated, but the movement is instant.
That's probably horrible way of explaining it.

are probably on 2s (so 12fps assuming the frame rate is 24fps but idk if they're actually on 30fps but the principle is the same) so when they go for a similar effect on the eyes they do not interpolate the frames, which would make for a smoother movement, but use constant movement so as to make it appear like it's animated on 2s, so jerkier?
That would produce a similar effect as in 2d - they might even mess with the reflection in the eye rather than the eye itself - but it won't be *exactly* the same as in 2d.
In 2d it's movement but not just movement. The eyes or the eyelids can slightly change shape as well as position, and the details can change between the two frames. In the OP the eyelashes move and disappear. The difference can be the quality or width of the line and not just the position of the line.

You can keep the face perfectly still while moving the mouth even in old-fashioned animation where they paint on cellophane. You don't have to repaint the whole image just to move one part. They'd use multiple layers.
