It's greek.
It can refer to a goddess, but it's often just the prefix for 'phile'

It came to prominence because people misuse the word pedophile all the fucking time. That one specifically means prepubescence.

Hebe was the ancient greek godess signifying youth I think.
There is a greek word that more or less means teenager in "ephebos" (male) or "ephebe" (female). It literally means "at the threshold of youth", so words like ephebophile are formed.
I guess hebe is used to describe characters like that because it's part of ephebe, even though omitting the "ph" makes it sound completely different and it's the name of the godess instead.
