Why was Vegeta so durable compared to other Dragon Ball villains?

He was basically supposed to be the final villain. Slurpza didn't even exist at that point and was created to be killed in his place due to Vegeta's popularity.

He's the arc's villain, duh. You hear from the start that he has the biggest powerlevel compared to Nappa/Radit. Powerlevel means stronk. Then Freeza is the next villain.

specially in Dragonball

His small stature was to contrast to his power and endurance compared to Nappa. You could see him really taking a beating with the Ginyu Force yet still fighting defiantly. He peaked at Namek and once he stopped being 'small', he lost some of his appeal.

If he could regenerate like Cell or Buu any of those attacks would have taken chunks off his body.

Vegeta was powerful but not at a tier where he could shrug off a number of strong hits like Frieza, so the combat was more visceral overall. Vegeta was also the main antagonist in an arc before major antagonists frequently regenerated limbs and such, so major hits in a fight couldn't regularly be ones that would take off a limb. While Piccolo could regenerate an arm, it was still grueling for him and he couldn't use that as a routine crutch in the same ways that Cell and Buu did.
