I just finished the short.. Basically, it's like a comedic, modern version of what Asuka experienced during the Instrumentality Project. Shinji, in chapter 26, if I remember correctly, saw a perfect world, and Asuka probably saw the same thing (this confirms what she would see, for example, her mother loving her, her being the heroine, Shinji loving her), and Shinji saw a world without Evas, a happy Rei, etc. They both rejected that idea and returned to the real world. The "congratulations" is basically that. It's also mentioned in chapter 27. It all reinforces the original canon, honestly, and the short film was beautiful. She accepted herself and decided to accept the ending of EOE, which is perfect and concludes her character
