So now that the dust has settled and DIO finally defeated by Jotaro not everyone is happy. We have the crowd going NANIIII?!! as DIO himself did because how the fuck could Jotaro invade his world of frozen time? "It's the same type of stand" sounds like such an asspull doesn't it?

Well, I honestly think it makes perfect sense and I want to share a theory that while both characters did achieve time stop, their souls gave them the power for very different reasons. Let's start with DIO. The man was stuck at the bottom of the ocean for a very long time and this traumatic experience deeply imprinted on his soul. In that blackness it must really have felt like time stood still. In addition, his desire to be eternal and never age as a vampire. I believe his stand pulled from both his trauma and his nature as a vampire when it developed time stop as its ability.

Next, the lad Jotaro. Jotaro is not afraid of water. Nor does he intend to be immortal. So why could he stop time, isn't that very random? NO. Here's the thing, DIO literally explains it to us, it was right there in his flashback all along. When experimenting with his stand he says, "trained boxers and those in accidents feel every moment as if it was minutes". THIS is what is happening in Jotaro's case.

Jotaro is a man of action. He has extreme speed and precision because he wants to get things done and protect those he cares about RIGHT NOW before another moment has passed. And so, his stand began to move so fast that it was able to retain some of its movement into DIO's stopped time. The next natural evolution was then to be able to increase that speed potential so that everything else stopped completely around him.

And thus, Jotaro was able to "stop time at nine seconds", and DIO could no longer keep up with his movement that was all happening within the same moment, helplessly frozen in place as Jotaro had achieved the same power through a completely different mental path. And the rest is history.
