A willing lewd character could still strip to face this final foe and get ridiculed by the crowd just for being hot and sexy in public. Their personal conflict of the moment would definitely need to be changed since Tamaki's core conflict is not liking being lewd and having to embrace it. But that's something a writer could figure out in such a different imagining of the story. Maybe this hypothetical Eros Hibana's struggle would be around her conflicted feelings between her desire to be lewd and open and the social pressures of being a captain and a role model more directly. Then you could have the exact same situation with Tatsuo's mom, but without the consent issues.Point is, the real problem that fans have with Tamaki tends to be how forced the lewdness is upon her against her will. A different character that is still forced into lewdness but is cool with it or even plays into it like a slut would work just as well with minor tweaks to the story.
