If you reread the first chapters you see he looks very absent minded when he plays and that he sometimes plays at very odd times like during the looting. His ability forces empathy aka he basically forces his own feelings into others so he also transmits his hallucinations. This is why I think it might be really important for his character (and subtly introduced) that the soldiers enjoy themselves when fighting under him. He must actually enjoy commanding the battlefield. He can't just make people do whatever, unless its on his mind and he's feeling it.

Lucas will probably be directly called out on this in the coming chapters, having allowed rage to drive him to condemn all of England to extermination rather than simply use his power to break their dedication to oakism.
