A scientific framework is taught from a young age, the children of Academy know what is possible and what isn't before their powers properly manifest. They believe their powers to work within the limits that science sets and since those powers come from a personal reality, something made from their beliefs, then those powers will vaguely conform to natural law.Gunha is a natural so he was probably raised outside the city and brought in at a later date. He never went through the strict science indoctrination so his powers color outside the lines. You see hints of the impossibility in science Espers too, a lot of what they can do is basically magic wallpapered over with a thin veneer of scientific explanation. Like Shokuhou's fluid control somehow letting her read minds if a little suspect but when she powers up it somehow form making flowers and fairy wings appear... and Uiharu can do it too with a thermal control power.I think there are probably a few Gemstones in Academy that didn't need the PCP procedure but got it anyway because they were too young to know they didn't need it.
