Your protagonist needs to be the right one to navigate the setting and the setting needs to exist to be able to be molded by your protagonist if need be. Geass is a great example of a setting that is designed around it's protagonist and a protagonist designed for it's setting. Thus, when you remove this protagonist, you have a setting designed for a character that isn't there anymore. You can try to create new ones to fill the gap but ultimately you'll just be playing catch up trying to reach a previous glory. It's why sequel works for series which have heavily intwined stories and characters are generally worse - instead of being a code geass story, it's simply a story set in the code geass universe. Big difference because if the only thing you're pulling is lore you can tell any story you want even if it doesn't make thematic sense with the setting it's being told in. Also my comment about a protagonist generally applies to their main story more so than them, but usually it goes hand in hand.Anyways all of this is to say that as much as they try, you just cannot tell a code geass story without Lelouch. It just doesn't work. For how bad the third movie was and how fanservicey it got, it felt so much more like an actual thing that would happen as a two or three partner in a geass season. You can't just remove one of the thematic points of the series (the protagonist) and the whole reason it makes the setting interesting (his knowledge of it and how to exploit it) and expect to get a good story out the other end.
