The upper limits with the right material are nuclear level casualties but it is also suicide. Sha can not offically be classified a Level 5, she was hiding the extent of her ability from the system scans and her big debut fight that showed the world her powers was also when she presumably lost them. I think Makigami was being colloquial when she said "between Level 5 class Espers", she isn't an expert, it just would just appear that way to her eyes. Sha might be just over the Level 5 line, she might not, we'll probably never know.
