Johan's goal was be killed by Tenma. Tenma was the one who gave him life, so it's only right to also be the one to give him death. However, Tenma was a horrible MC and couldn't do fuck all after the Munich arc started.

He also wanted to be his sister, to the point that he thought he was his sister, memories and all. And truthfully he is a better Nina than Nina was.
