Empowered by Humanity's admiration for them.There is also a third type, whereby the Fate universe celebrities were secretly having super powers unlike our boring real history. Da Vinci and Prelati are likely this 3rd type. Just the alternate history/secret life they had.

Tsubaki has been forgotten by this adaptation until episode 11. That's five volumes of content that she missed out on, when she was supposed to be rising action, every word out of her mouth a premonition towards disaster that climaxes at this point, not begins here.
