Bishoujo and Loli in the 80's were separate art movements. When loli "died" with the lolicon killer murders it really ended up merging into Bishoujo during the 90's, turning into early moeshit.
Those youthful galge designs of the 90's got progressively more popular and as anime is always looking for customers those designs gradually displaced designs like yours.
