Okubo similarly has multiple techniques that he can use at any instance, and has to choose. What he mastered was making the swap almost perfect so that he could continuously mix up the game. He can make his choice and execute it without breaking pace, ever.
Agito took that, but against Gaolang it was barely enough to work at the very end of the fight because to him it was one strategy he copied out of many. It was competing against just curving the blows, for example.

Against Ren, when he's had a piece taken out of him by the Chinese magic and fairly far along against Kuroki, although there's not a big hit that turns it on there. I'm fairly certain it's indicated by his speech bubbles turning black and getting that shadowed effect on his face. Also look at when he fights Ohma in 213, he gets domed by an ironbreaker kick before it activates.

There is no fighter that survives a direct headshot from Bando and if they don't know he can do it that's basically game over. The only people who had a prayer at beating Bando in round 2 was anyone who did homework on their opponents before their fight. It's for this reason I believe Bando is the one person in the entire tournament who could have got Kuroki if he matched him in the first or second round before he used the whip arms. Kuroki not knowing about Rihito's little trick is enough for me to buy he wouldn't have guessed Bando's ether. He gets (bullshit) free knowledge checks on Rei, Ohma, and Setsuna but we don't see him do any real sleuthing into his opponents.
