When you're using evaporation to cool something, that's because 100C is considered "cool". Your hands will not survive being anywhere near 100C.
This isn't a parlour trick where you stick your arm into a tub of liquid nitrogen for 0.5 seconds and come out fine. The cooked rice would also have a lot of water content so a little water on your hand wouldn't save you anyway.

Chances are, their nerves are already burned off so they don't think it's a big deal and/or it's not that bad because they can't feel anything anymore. When I cook, I make sure to always have protection so I don't get burned and shit. I cringe whenever I see somebody just pressing their hand into a sizzling frying pan, hot surface, oven, or a boiling soup pot to "check how hot it is".

Lol, you're being ridiculous. Water isn't "cool" at 100C. The reason people use water as an insulator is because it has a high specific heat and so it takes a lot of energy to heat it up. If you have wet hands and hold something hot, the water doesn't actually get as hot as whatever you're holding. Also, people who form rice with their bare hands don't hold it in one hand for a long time. They wet their hands and pass the rice back and forth. Burning is a function of heat and time. If you barely tap something moderately hot, you're not going to burn yourself

I'm not a chef at all, but I tap stuff like my toaster oven to see if it's hot daily. Even at like 350F, a quick tap doesn't give the heat enough time to actually burn my fingers
I almost cannot believe you're a real person if you think that people who dip a finger into soup of whatever have "burned [their nerves] off so they don't think it's a big deal and/or it's not that bad because they can't feel anything anymore." A thin film of soup at 212F on your fingertip that is immediately pulled into the room temp air will not burn you. It's not going to stay hot for long enough because your body and the air will cool it

Actually, this could be true. Electronics that are plugged in and passively waiting for input are generally "on". They might have power saving features but often times they still use a lot of juice. Like your computer monitor. Sure the screen goes off when your computer's off but as long as it's plugged in and waiting for input, it's constantly taking in electricity. A more modern example would be your phone. The screen can be off but the phone's still running and using up power. The same goes for the antenna. You could be in an area with no reception and you'd think because there's no communication happening that you are saving power on communications but you're not, and more likely, the phone is constantly pulsing power to try and connect with anything nearby unless you set it to airplane mode or w/e. But that assumes the phone respects the request to not use the antenna. One of the biggest problems with phone security is the fact that all your communications features are never truly off and often would keep running in the background no matter what. Stuff like Bluetooth, and then all the not-wifi extra features too. And because making your own phone that respects these things for the sake of security is impossible for a normal person, there's basically no good way to secure your phone in any semi-permanent way short of taking out the battery and sticking it in a Faraday cage or similar. Sucks for (You) and everybody else. And phone companies have zero incentive to make better phones because it will cut into profits and people will bitch and moan that the security features are inconvenient. And this is just scratching the surface of security issues of phones.

I don't know how much electricity costed in Tokyo 200X but I could believe that unplugging major appliances instead of just turning them off when you don't use them could reduce your power bill in an non-trivial amount.

People massively overestimate “phantom power” from older stuff. It adds up if you’ve got a house full of modern always-on bricks and routers and smart bullshit, but a 90s TV sitting idle wasn’t secretly doubling your bill. The AC running for one humid Tokyo summer afternoon would eclipse a month of leaving a CRT plugged in.

Unplugging everything just to save a couple yen was probably more of a paranoia or “mom said so” habit than an actual budget strategy. The real wallet killer was climate control, always has been.
