I don't know how to articulate it but the characters in this series clash with Nanoha and Feito. It's like, I don't know, there is a completely different mindset behind their looks. They aren't new characters in the Nanoha franchise but some modern edgy yuri series or gacha game and Nanoha and Feito are guest starring as limited time SSRs. Or something.

Hayate and the Wolkenritter were "poochie OCs" at one time. It was just a miracle A's managed to strike the perfect balance of returners and newcomers. Meanwhile, each season since has struggled with that. I read on /u/ something that I think contributes to this: Tsuzuki doesn't know how to do continuity or write more for the stablished characters. So he just makes them supporting characters to new characters getting their own arc. You can also see it in Dog Days and how aimless S2 and S3 feel
