Shoujo is practically a dying genre these days. More girls would rather read battle shounen than stuff in shoujo/josei magazines. Hell, even when something shoujo-esque like Apothecary Diaries gets popular, its manga gets published in a seinen magazine as opposed to one for girls.

Yuri might still be smaller, but it's definitely growing in comparison.

it's not the fetish that is niche, yuri content shows up all the time in highly popular normalfag franchises with zero controversy (compare this to BL where if two dudes kiss in a show everyone other than fujos drop it on the spot), it's just that romance is a genre mostly consumed by women so a show that is entirely romance but has men as a primary demographic is doomed to be unpopular.
