With Stone Ocean, we actually know exactly what the issue was- it was Urusei Yatsura. But nobody has ever actually explained why Netflix would release one (1) episode of a show and then let it sit for months. Their thing is batches after all.
I'm more inclined to believe that, as has been the case for a while, DavidPro has a fucked internal project pipeline and SBR is suffering for it.

Netflix easily could have delayed the release accommodate whatever happened internally in DavidPro. the major issue here is that the release schedule is absurdly obtuse and no one knows what the fuck is going on. if they had just actually communicated to fan that episode 1 would come months before a batch release of the next stage in the race. people wouldn't be as frustrated or upset. instead we get:

Post-Part 3 a big chunk of Jojo's appeal is seeing the fun Stand interactions and how chararacters react to them.
It's a bit of a weak aspect in early Part 3 because the powers and solutions are so simple, but it stops being a "problem" by late Part 3, and Part 4 in general since the fights get a lot more amusing.

Well, the ending sucked, but truth to be told, I've seen complaints about the setting getting changed, like in every fucking JoJo Part, since the very beginning. Part 9 gets similar treatment, though it's not discussed as much as Part 8 was, because there are not enough JoJo tourists hyped up by anime. But whatever, at least JoJo is being discussed one way or another.
