The One Piece was set up as a goal to work towards, the devil fruits were an interesting and unique, we'd already gotten two crew members, seen one's back story, entered the second town, and the marines were set up as antagonists to Luffy. The story was moving fast, expanding its world and had a clear goal to work towards. AH has kinda just been fight after fight with nothing much around it, which isn't necessarily a bad thing but you need a hook to keep people invested.
