The bridge will enable safety and trade across the canyon, making their village an important trading post and rest stop for travelers. In a thousand years there will be a gleaming modern city there, and the bridge will be made of steel and concrete and have 8 lanes for cars.

Himmel wasnt just a hero because he defeated the faggot king, he was a hero because he would stop and find a lost cat for sad little girl or help an old man weed his garden. Making a positive difference in someone's life is what makes him a hero. Therefore, none of the NPCs, as you call them, are unimportant because they are the show. And as far as the character work goes, it's pretty consistent throughout. Sometimes it's very blatent and direct, like in the lost ring episode or stark and fern's first awkward date. Sometimes it's real subtle like noticing their growth of interaction and them getting more comfortable with eachother as time goes on. None of the anime is filler because there is just as much character growth in the every day mini episodes as there is in the large arcs

For example I just reread the firefighter girl story in gintama (chapter 21, viz translations might be the best available for that one) and it went deeper (I don't mean "LE DEEP AND PROFOUND" or anything, just that it took the time to go into her character more) into her story than basically any side quest character in Frieren in recent memory.
