I imagine that a big part of why its in development hell is that on closer inspection they can't figure out a way to fucking do it. Your Name is an *extremely* Japanese film, and I don't mean because its an anime. The entire story hinges around a framework that depends on local shrines dedicated to specific local gods with their own unique beliefs being a thing that you can just accept and brush off. There is no American equivalent to this, but also without it you lose the connective tissue of the movie that actually tries to explain anything. Your Names second half also builds on a history of natural disasters in Japan to the point that people take it for granted and it can just be mostly forgotten in a couple years, whereas we had one bad hurricane New Orleans in the US and talked about it for the next fucking decade.
The deeper you dig, the more fucked it gets. Eventually all you are left with is "a boy and a girl swap bodies back and forth in their sleep" and everything else is lost, they would have to make up the rest from scratch. That or you can make Taki be american but have mitsuha still be in Japan, but that introduces its own problems because now the distance is *too far* for them to go searching for each other and the idea that they would ever meet up again afterward by random chance becomes downright silly.

Okay, so, I'll get shit for this... but I don't think I would hate a Nolan version of Your Name.
It would absolutely be a different film. It wouldn't be a romance at all, he doesn't do romance. But the bodyswapping/memory loss/time travel elements of it actually crosses over a LOT with the themes that he clearly likes to work with, and he knows how to build a movie around a central twist that recontextualizes everything you thought you knew about the film.
Nolan version of Your Name would be more more concerned with exploring the 'mystery' of whats going on, and probably would have the romance as only a perfunctory element, but it would probably be a well directed version of the story at least.

A Nolan version would at least have some saving grace to it, unlike a JJ Abrams version which will be just slop for a paycheck.
