And it wasn't decently told at all. It would be if it were properly foreshadowed, tied into the plot and there were some kind of plausible reason as to why the magical girl decided to not say it up till now, but rather the character didn't remotely act when they first met like that could be case and there was absolutely no reason to wait 20 chapters to say this while being very open about the entire reason and mechanisms behind the magical girl narcotics operation.

It was an arsepull retcon.
