I believe that issue is more on Matsuena just completely forgetting about her. He had a plan early on with her cause she was actually more prominent in the early chapters of the first series, but then she just vanishes. Which I am 90% sure is because he just forgot about her and by the time he remembered it was too late to develop her dynamic with Kenichi so she got regulated to cover girl, a fantastic one sure, but she was more than that.
