idk man, "Cute girls start a [thing] club" is a large chunk of the CGDCT genre, and the formula has been shown to work. I don't think the issue was picking mahjong as the [thing], remember that anime is made for the Japanese first and foremost, and pretty much all of them know how to play mahjong. They fucked up when they made the appeal so narrow, a large chunk of the jokes are written with the expectation that you've seen/read Akagi, Kaiji, Tetsuya, and Saki. But even if you've seen/read them, you're not gonna check out the show if you're not into CGDCT.
It's not like your average "Cute girls start a [thing] club" where you're either expected to be casually into [thing] or not even into [thing] at all beforehand
