To me that's where the world building really shines though because the world actually becomes dynamic after the status qou was broken and the main players are acting in ways they should be acting. E.g the organization doing what it does innovates to take out major threats to it instead of waiting until the main character takes care of them. Makes the world feel more alive and gives the characters more agency.
