It's strongest up to and including the battle in the north. Everything up to that point is super tight, exciting and the art is great. For me on re-reading it starts to feel bogged down once it gets to all the Luciela + abyssal feeders stuff. The art also suffers during that period.

I don't know if he's still chipping away at it or not, it was like 2017 that he did the first three chapters and the fourth apparently popped up on Amazon JP a year or so ago, I wouldn't hold out any hope for the whole series to get that treatment

I think I can see where it's coming from because the story suddenly revolves less around the main character and it deviates from normal shonen/seinen manga. To me that's where the world building really shines though because the world actually becomes dynamic after the status qou was broken and the main players are acting in ways they should be acting. E.g the organization doing what it does innovates to take out major threats to it instead of waiting until the main character takes care of them. Makes the world feel more alive and gives the characters more agency.
