It will likely never make a "comeback" in the sense that it dominates discussion and is an oversaturated "genre", but it's not like Madoka or even Eva have really lost much (if any) popularity. We're getting a new Eva anime soon and Yoko Taro's works in general can easily be labeled as Sekaikei.

It's not really that good and it's borderline irrelevant in the west, the manga isn't scanned either. It's an older work so unless some new translator finds the series and is really passionate about it it my as well be dead.
I don't even see the OVA discussed much, certainly not as much as Saikano's anime or manga.

I never really thought of it but I guess Madoka could be considered sekaikei. A lot of peoples definitions of the genre strictly have it be a boy meets girl type thing but it's interesting to consider if that precludes yuri from being part of the genre.

Hardly. Anime now needs to have material to complete one main arc in 12 episodes but still be able to support filler later. Sekai kei can get half-related entries like GQuX here and there, but the world crisis means it can't go on for long without losing edge, so no s2 baiting.
