I think the problem is that Oda kept Imu's design secret for so long that it naturally made people wonder why he is doing that, and anticipate some big reveal. So when it turns out its just a dude, people feel disappointed, like why couldn't you have revealed his face ages ago, it wouldn't really make much of a difference, the only interesting reveal is the devil powers, but we already knew he had some sort of devil powers before the face reveal.
