>>287229992Not every character needs or should have a character arc. The rabbit girl has no arc and it a fan favourite, she kicks things good and so she fulfills her narrow and simple role. The problem of character bloat arises is when you start an arc and never finish it or that character's role is repetitive and detrimental. Usopp finished his character arc after enies lobby but has been carried along by the narrative to fulfill his cowardly screaming loser role. It is repetitive and retroactively makes older material like his fight against Luffy or his apology weaker because they didn't really matter to his character. This is the case for most of the strawhats and the new island folks they meet are usually some sort of recycled royal looking for revenge role which was tired in skypeia.
