When we saw Kenjaku do his thing he brought people in their sleep, one by one, if they agree to leave. I'd expect a mother might turn his offer down, saying "I can't leave without my children" and Kenjaku goes "lol one-time offer, kthxbye". The reason he offers people a way top leave is to satisfy a jujutsu vow to make the barriers stronger. The vow probably doesn't care about the details, as long as he offered aid to leave at least once.
