At the present time she is so far off the line of succession that if she was ever made Empress, the Throne itself would be considered a joke and proved that nobody important actually cared for the throne.On the other hand, it is precisely because Ayaka doesn't have much going for her, that makes the Throne work her time. Being the Empress and act as a figurehead is exactly what she is trained for. The half a dozen more qualified candidates have more important things to do than running an Empire.
