If reducing everyone's cursed energy to non-Japanese levels can't stop curses from spawning, why not just dismantle Tengen's barrier and turn everyone on the planet into a cursed user, that way you can actually GUARANTEE curses aren't born (since sorcerers don't secrete cursed energy), and you don't rob the planet of cursed energy and sorcerers in case another major threat arrives. I don't even think reducing everyone's cursed energy would stop sorcerers from being born, since Miguel exists.
