Nothing really gave me an idea that he would be good in the first place. Jojo doesn't tend to have great protagonists, and that's okay; character writing isn't the series strong suit.

Probably around the time he joined Passione, weirdly enough. He had grit and was shown to be ruthless and cunning early on from his battle with Bruno and the confrontation with Polpo and Black Sabbath, but it's like his personality started to drain away once he became part of the group. He still had the tenacity he showed in early chapters and he has some great moments later on, like in the White Album arc, but he was more subdued than he was introduced as.
The gang was full of big personalities and I believe that there just wasn't as much room in the team dynamic for his original personality. He was cocky, selfish, and resourceful, but the former two traits just didn't have a place on the team so instead he became a hyper-competent human encyclopedia. He was like the group nerd who also served as the glue for their dysfunctional personalities.

Giorno's ambition is quite underdeveloped, Bruno determination and the gang loyalty to him shines far more.
