In the manga she only starts wriggling from Qifrey's grasp when threatened to be mindwiped and it looks comedic rather than harrowing. I feel Shirahama hadn't quite locked down what tone she wanted to go for and tried adding some levity so that the beginning wouldn't feel like a complete downer. She later stopped doing this and she lets tragedies be 100% dramatic so I can believe she had a hand in how the anime portrays the scene.
