He clearly writes around what makes the most sense at the time in relation to what characters would do. Something like the palace invasion was definitely mostly completely planned before it began publishing, however there's no way he had planned the palace invasion right back when he started writing the hunter exam. I wouldn't be surprised if Gon's anger and the way its written was planned from the start though.Worldbuilding wise probably mostly made up. Although I think nen counts as worldbuilding personally and nen is quite well thought out.

Who will be the first spider to run into Hisoka for a fight? Right now the likely one seems to be Bonolenov since they are on the same tier, but I doubt he will engage since he himself said it's a bad matchup for him and Chrollo told him to wait.
