Basically, imperialists feel like the Tokugawa feudal system is holding Japan back and that they need to be powerful so they won't get buttfucked by America or Europe and want to return all authority back to the Emperor and stopped being ruled by fucking samurai warlords.

The group that Battousai belonged to were essentially Edo-period terrorists. They killed people publicly, left heads in public places, and even tried to burn down Kyoto in 1864. The Shinsengumi were police trying to catch these guys.

The truth is while the Tokugawa had to sign those deals they also took the chance to trade for arms and encourage foreigners to have a stay in Japan teaching them things like modern tactics. The same thing Meiji ended up doing.What actually happened was a bunch of second degree vassals in Kyushu saw what Edo's grip weakening and thought now was a good time to seize power from the rival Samurai clan who owned their ass 4 centuries earlier. Kenshin is an assassin who lived at a time all these samurai was assassinating each other for power. And they brushed up their cause by saying fancy things like we will kick out foreigners and the Emperor needs real power. Funnily enough all those Kyushu based Samurai ended up dominating the government.
