Watch any old Nario Matsumoto or Mitsuo Iso animation and you can instantly understand the problem with many modern animation sequences.

Usually it's an overreliance on cheap visual gimmicks instead of actual animation principles, but more importantly it's pacing. Smooth animation still looks like shit if it's not paced properly, which is WHY sakuga at its core usually looks good because animation is allowed to slow down or speed up as needed. You can fucking breathe as a viewer and impactful scenes have impact because they look and flow differently (this is also why Western animation usually sucks, everything is "consistent" so they can only make a scene important by having a ton of crazy shit happening at the same time)
This doesn't even get into the problem with composition, the 180-degree rule, knowing what the fuck is going on in general. Live Action principles also apply to animation but anyone who just consumes flashy animations and regurgitates it will not understand the idea that there's an illusory camera involved.

I feel like Toei animated this assuming everybody watching already knows exactly how the fight goes down in the manga, so they threw clarity of movement out the window and just focused on making it as flashy as possible. You would NEVER be able to tell that this scene shows Luffy pulling up a sheet of rubberized earth from the ground and using it to bounce Kaido's dragon breathe right back at him if you didn't have prior knowledge of what happened.

And there is is. The perfect example of what people mean when they say something is over-animated. The average viewer will have absolutely no idea what the fuck is going on in this scene. It's a clusterfuck of catastrophic proportions. But even disregarding this scene, One Piece is still the poster child for over-animation just by virtue of the extent to which it turns scenes from the source material into a flashy spectacle to the extent that it detracts from what the scene was meant to convey. Luffy kicking Kizaru on Egghead is perhaps the exemplification of that. A moment that's meant to take place across two panels with the intention of showing speed and suddenness, turned into Luffy winding up an attack in an over-the-top fashion that makes the whole moment totally contrary to what way obviously meant to be portrayed on the page. It's complete shit, no matter how well-animated it is on a technical level.

So yes, obviously over-animation is a real phenomenon. You're just fucking wrong if you think that it's not.

I think it's more of an issue with people refusing to elaborate or expand upon what it means. It is an overused phrase, but I can get why people don't like that sort of cluttered storyboarding and animation. Even if the scene is technically well animated it's often not easily readable or decipherable in any given episode. Things should be sensible and sequential.
I actually think the scene you posted is a decent example of how Toei's animation style can work when adapting One Piece's action, but a lot of the stuff during Egghead is definitely wonky looking and made to be clipped for social media.

What I can tell is that it's meant to be a simple kick to the head but got counter with a bite before pulling through the pain and landing it.
