It was big wherever it was actually released in a timely manner. The manga was a decent hit in the US too, but 99 didn't get a dub until the late 00s that was half-assed and didn't even dub the OVAs.

2011 came out the same year as Madoka Magica and they did the same 'twist' by branding it for children and having it get progressively darker. This made redditors view it as a masterpiece
The 99 adaptation is more loyal to the tone of the manga despite having filler

Multiple reasons
>#1: Pacing & Presentation
The HxH99 anime is far closer to a WMT series than it is to most other battle anime. Gon's first real fight doesn't even happen until around Episode 40, which is near the end of the series, and the list of real fights (see: not beatdowns) is pretty thin before that point. It's like

That's it.
Hard to count Gon vs Hanzo or Killua vs that other guy when they're purely one sided.

>#2: Time & Visual Quality
In a lot of arabic countries it succeeded, but everywhere else it was kinda late to the party. When Europe got HxH99, it was now competing with Naruto, Bleach, One Piece, Fullmetal Alchemist, etc., and it looked like shit. Simple as.
For America, it was even worse. It only got released when Naruto and Bleach were in their peak fandom moments (with the upcoming Pain arc and the ongoing Aizen stuff in Bleach), right in 2008-09. Plus the limited DVD release and it just looking like low rent trash that would sit alongside shit like Gokudo, and nobody gave a shit.

>#3: Content
Simple fact is that its content isn't as immediately interesting as most other shounen anime or the later 2011 anime. It takes like six episodes to even get to the Hunter Exams, and they don't end until the literal halfway point of the series.

The reason the 2011 anime is successful is because it avoided all three of these issues.
