There is an argument to be made that quick cancellations are an issue, but not lighting a fire under the mangaka's ass in the initial chapters does have the downside where it could be like 80 chapters before it even starts to get good. The manga should come with its best foot forward and if the author's work doesn't show promise in the first 3 or so tankos I could get why they'd axe it.
A manga doesn't have to be long to be good, and it's better for it to be good and short than drawn out.
