Maybe store can create magic user from nothing too and it is Chota. Keep in mind that Chidaruma is very very old and he gets in cycles of being obsessed with random stupid shit getting bored and getting obsessed with another random stupid shit. Even tho Chidaruma created magic users as species En is the first one he likes, who knows how old Store is but is probably the oldest thing after Chidaruma maybe their relationship is kind of similar to En and Chota. There are too many convenient parallels between Chota and Store to be random coincidence.
