I've done 240p re-encodes to watch anime on an old phone and at 512 kbps I end up with ~98.6 MB per episode, this is using MPEG-4

They just lost the master tapes of the entire Maze series - the uncensored tv series, the special episode, and the movie. The uncensored tv series and the special had been released in VHS and LaserDisk just a few months prior but the movie hadn't been distributed yet. The only thing that survived are the censored tv version (which is what the Americans used for their dvd release) and the original OVAs.
