I love him but he's terribly written (much like the rest of the story.) Kishimoto didn't know what to do with him and it shows. In every new scene he's in he contradicts the lore or does something blatantly nonsensical like healing Hinata and knocking Kiba out in the middle of the exams before the invasion started. His snake form is just a goofy bootleg of Orochimaru which I guess is the point, but he's too silly looking to be a major villain. His tragic backstory is revealed so late it feels forced, and it's pretty much the same as every sob story in the series with the brother figure shoehorned in awkwardly. He killed and hurt so many people that a life or death sentence would be the only suitable punishments, but instead he's at large in Salad gaiden and he gets to run his dream orphanage full of uchiha test subjects, then the sequel forgets about him completely.
