I do tend to think that he was mainly putting on an act and trying to provoke Naruto into putting him down and moving past him. He wanted to die and he wanted Naruto to fulfill his dream of hokage because it gets revealed that he always admired that. Maybe the one biggest mark against Sasuke actually wanting to upend the world and rule it is that no ninja ever wants that. There's always an angle for a personal or philosophical end no matter how grandiose the act they put on is.
