He's basically quirkless until he touches someone to copy their quirk.It would be very interesting if his quirk worked in the way that when he touches someone, he can use their quirk for a certain time and that timer only goes down when he's actively using that quirk. This means he can touch multiple people with good quirks, some time passes and now he needs to fight, he uses their quirks.

Compared to other superstrength quirks that are immediately useful out of the box? Its low tier. It was his brother's quirk that was OFA, the ability to pass on quirks to other people. THAT'S the quirk that wires all of the other quirks together. Without it, the power stockpile quirk doesn't boost other quirks yet. It only became a quirk that makes your other quirks stronger AFTER he gave it away. And even then, it took generations before it was strong enough to actually oppose him in any meaningful way instead of just being a neat gimmick build.Without the specific combo with the passing-on quirk that is the core of OFA AND multiple lifetimes to build up steam, the stockpile quirk is nearly useless.

Blackwhip used to be a rather ordinary quirk, but when souped up by One For All's power it became a Spider-Man-tier mullti-tentacle whip that can bring down entire buildings. It's best to think of One For All's quirk factor as like a seed. This seed slowly grows over time, nourished by the life force and quirk factors of its hosts, while radiating out heat, in the form of physical power, that its users can wield. But when Toshinori Yagi wielded it, the seed began to mature in preparation to bloom. When Yagi passed it to Izuku Midoriya, One For All fully bloomed, releasing the stockpiled power and matured quirks back to him. As a consequence of this One For All couldn't be fully passed onto someone else ever again, and when Midoriya forced it to the matured quirk factors were highly destructive to the new host (Shigaraki Tomura).The thing I kinda want to know now is if Ochaco Uraraka fully inherited Himiko Toga's Transform. Toga's quirk factor seems to still dwell within her, as Toga appeared as a vestige to Ochaco, but if that's true then Ochaco should be able to use Toga's quirk as well. And further on this, most people can't mentally handle multiple quirks at once, and need some kind of coordinate quirks to handle them. One For All, All For One, and Copy are all coordinate quirks that allow the user to handle multiple ones at once without the blowback directly affecting their lucidity. Spinner for instance didn't have a coordinate quirk, and nearly went braindead as a result of being loaded up on quirks as a pseudo-Nomu.So if Ochaco can wield Transform, it either means her body can handle multiple simultaneous quirk factors (a rarity), or Zero Gravity and Transform mixed together to become a hybrid quirk (more likely).
