Many people say they like the 90s style the best but I thought different artists had different styles. Dragon Ball didn't look like Ranma 1/2 or Cowboy Bebop. But I have to admit older anime had characters with some serious cheekbones.

One such 1990s traits was the zig zag cheek marks like in your image. Most 90s anime didn't feature them, but they did exist during the 90s in certain works. Simply put there are general design trends in each decade but artstyles have and will vary widely no matter what time period you look at.
