It works better for the manga because it's not like you're getting the subtleties of the performance, so it's perfectly allowable in that case to tard wrangle the reader through a brief synopsis and then generous servings of commentary. But one would've hoped that the anime wouldn't play it straight and gave us actual performances. It makes the anime way too noisy and obnoxious to follow along.

You really shouldn't be overproducing elites, this was commonly understood in the West and is still intuitively understood in the East. When mentioning their teacher, one should also mention he got expelled too, because Issho and Shiguma were being looked down upon by rakugo geezers, and their master rather jumped in front of the bus himself than just throw them under it. However, Issho was not told the real reason, and then master made his friend heir to the name Shiguma Arakawa (taken from some dead rakugoka master without heirs), so there seem to be some traumas he carries from back then.

Mangaka is former Oda's assistant. If you are familiar with facial expressions of One Piece, you will see why he struggles with working on actual facial expressions so much.
As a result, every rakugo story in the manga is like that:
1. Opening of the story.
2. Ukiyo-e retelling of the story mixed with a couple of panels with the actual rakugoka (sometimes more if there is some over-the-top facial expression onepiece-style).
2a. Sometimes a flashy power move "attack" is inserted with a spread.
3. Several pages of commentary and reactions from the audience, explaining us what actually happened during the performance. It's necessary because you barely see the performance itself, it's replaced with the ukiyo-e story.

The facial expressions in the manga, both inside and outside of the rakugo segments, are fine. You're overselling the amount of ukiyo-e panels, there are performances where they're a very minor part. Rather than the ukiyo-e, what detracts from the rakugoness is that a lot of panels only show parts of the body or face to convey tone, direct the reader's attention, or just add some variety. That's a matter of how comics work. The audience reactions and rakugo analysis do take up a lot of space, but that's the Jump standard when it comes to everything in the "tournament" genre, from battle shonen to non-sport spokon like Shokugeki. When was the last time they had two characters fight without a bunch of commentary?
