Why are gyaru-oh so unpopular in anime/manga compared to gyaru?
They are always either scummy playboy antagonists or irrelevant side characters.
Meanwhile gyarus are portrayed as pure heroines. How is this fair?

Because their actual equivalent is the charao. Flashy, trendy, somewhat countercultural like the gyaru. Gyaruos just get seen as horny playboys or delinquent adjacent
