The real money is in merch, not anime, anime even at its best for popularity is just advertising for the things with higher yield. Zelda has no need for an anime, it has a popularity where an anime wouldn't serve as advertising. Yes they made a pokemon anime, but pokemon is extremely well suited to merch sales, and doesn't need some complex storyline, it's a very simple story that can be continued indefinitely. Zelda would need a specific story setup to be a hit, and if it wasn't a hit it would be pure cost with no gains.

Production committees that fund anime often include a bunch of different groups with various interests. Television studios who want something to fill timeslots, various companies that manufacture merchandise, manga and light novel publishers seeking to boost the sales of the ip, or produce related manga and light novels, music companies selling soundtracks, ad companies seeking product placement opportunities. Most anime make back about what they cost to produce, and the studios that produce them typically just accept funding for the production while giving up profit for stability, while the other related companies make a small profit from each aspect that they work on. Popular video games don't really need an anime to make profit in those areas.

Nintendo made the mistake of thinking that American cartoons were a better path than Japanese anime, and went down that route to little avail.
A Zelda anime in the 90s would have done very well. Too bad we didn't get it.
