Netflix has no problem showing nipples in things. This is entirely a Mappa (and anime studio in general) problem. Many of the things people complain about modern anime censoring is self censorship. And even if you legitimately can't show nipples or panties or whatever on TV they could always uncensor them for the bluray. And it makes no sense for it to be the US forcing them to censor nudity because American shows have tons of nudity, and like I previously said, Netflix has no problem with nudity and in fact would probably allow more than Japan has ever allowed in mainstream productions (like genitals).
