Their bounties can go up a lot if the government thinks they're a big threat (Buggy) or they can be covered up and not move at all if the government doesn't want to make something public. There were no bounty updates after Thriller Bark. There were also no bounty updates after Sky Island because the government didn't know about those events.

They don't want to send some fool bounty hunter to their death for a guy that can take out warlords and emperors. BUT they also take into account the severity of your crimes. His first bounty was probably so "high" because they considered it an affront that he made the Straw Hat a part of his identity. On top of that, he is aiding and abetting Nico Robin, he took a large portion of the blame for staging one of the biggest jailbreaks of all time, laying down the smack on one of the royals, attempted interruption of Ace's execution, and has assaulted numerous members of the military and world government.
It's -mostly- powerlevels, but with a spin.If some guy comes along with some crazy high bounty? He's probably pretty fucking strong, but he might just be decently strong with some reason the WG wants his head.
